Morning Minute: Rental costs climb higher in many U.S. cities

The cost of renting is rising in many areas, a boon for landlords and investment property owners, but not for apartment renters. During the second quarter of this year, average effective rents rose 3.6 percent, continuing recent upward trends, according to analysis by the real estate research firm, REIS, Inc. and covered by the Wall Street Journal.
